Tom Bouwens

Tom is Head of Commercial in London, supporting our delivery of large-scale, low carbon heat networks across the city.

Tom oversees development of the commercial structures needed to develop and deliver heat networks in London. This includes negotiating long-term concession agreements and heat supply agreements, as well as pricing our customer connection charges and tariffs.

He is also responsible for developing and overseeing the Commercial team. This team of commercial managers and analysts are integral to ensuring that our heat networks in London are developed, constructed and operated in alignment with our business plans and strategic objectives. 

Tom brings a wealth of project development experience to the business. Prior to joining Vattenfall in 2020, he spent 15 years working with independent power producers, developing power generation assets in countries as far afield as Bolivia, Chile and South Africa. He spent two years as carbon markets advisor to the Department for Business and Trade, where he led trade missions to over 20 developing countries helping clean tech project developers access funding opportunities through the global carbon market.

Tom is driven by the opportunity to collaborate with exceptional talent across legal, financial, and engineering disciplines to guide complex and often pioneering infrastructure projects through the development cycle. He particularly enjoys building project teams that push market boundaries to unlock innovative, commercially viable, and scalable solutions for urban decarbonisation.
